A new partnership between OpenAI and Amazon Web Services will enable the distribution of artificial intelligence solutions to employees across U.S. federal government agencies. The arrangement includes provisions for both classified and unclassified government operations.
According to two sources with firsthand knowledge of the arrangement, the partnership was formalized on Friday, as The Information reported.
The arrangement designates Amazon’s sales force to market OpenAI’s technology and services to prospective government clients. Revenue generated from these sales will be shared with OpenAI.
Given AWS’s established position as a leading cloud infrastructure provider for numerous U.S. government organizations, the company represents an ideal distribution channel for OpenAI to access federal procurement opportunities.
This collaboration also bolsters a distinct Department of Defense agreement that OpenAI secured in late February. The DoD contract materialized following the termination of the Department’s arrangement with Anthropic.
Industry sources estimate the Pentagon agreement’s value in the millions of dollars. The contract represents OpenAI’s strategic expansion into the federal government sector.
Sam Altman, OpenAI’s chief executive, previously acknowledged that the Pentagon contract had been expedited. Following the situation with Anthropic, he admitted the company “shouldn’t have rushed” the process.
Enhanced Safety Provisions in Pentagon Agreement
Altman subsequently introduced updated language to the Pentagon contract. A key provision specifies that “the AI system shall not be intentionally used for domestic surveillance of U.S. persons and nationals.”
Altman further noted that the Defense Department provided assurances that OpenAI’s technology would remain off-limits to intelligence organizations like the NSA.
“There are many things the technology just isn’t ready for, and many areas we don’t yet understand the tradeoffs required for safety,” Altman said.
He further conceded the implementation appeared disorganized. “We were genuinely trying to de-escalate things and avoid a much worse outcome, but I think it just looked opportunistic and sloppy,” he said.
Government AI Competition Intensifies
In July 2025, Anthropic secured a $200 million Department of Defense contract. This made Anthropic the inaugural AI company to implement its models within mission-critical workflows on classified networks.
Last year, Google, OpenAI, and xAI each obtained DoD contract awards valued at up to $200 million.
Neither Amazon nor OpenAI provided immediate responses to Seeking Alpha’s requests for commentary.
The AWS collaboration enables OpenAI to extend its reach throughout the federal government ecosystem beyond defense applications. AWS’s pre-existing relationships with government entities provide OpenAI with access to agencies that would otherwise be difficult to penetrate independently.
