Shares of Circle Internet Group (CRCL) experienced a notable decline this week, tumbling 6.8% on Wednesday after U.S. senators failed to push the CLARITY Act past a critical procedural hurdle. The legislation, which aimed to create a comprehensive regulatory framework for digital assets, couldn’t secure the necessary 60 votes to advance.
However, the selloff hasn’t deterred TD Cowen analyst Bryan Bergin, who reaffirmed his Buy stance on the stock and increased his price target from $87 to $92. His optimism stems from enhanced reserve economics and the company’s growing blockchain infrastructure investments.
Earlier in September, CRCL shares tumbled 11.6% to $86.10 after the company missed quarterly earnings expectations. Circle reported earnings per share of $0.18, falling short of the $0.26 analyst consensus. However, revenue reached $701.32 million, representing a 6.6% increase compared to the prior year.
In his recent analysis, Bergin highlighted three significant catalysts: the debut of Arc’s mainnet, the Federal Reserve’s interest rate adjustment, and the Senate’s decision on the CLARITY Act. He believes each factor plays a critical role in shaping Circle’s trajectory in the coming months.
Arc Mainnet Launch Marks Strategic Expansion
Circle officially released Arc’s public mainnet on September 16, drawing participation from more than 100 institutional players and ecosystem developers at the outset. This blockchain platform is specifically designed to facilitate financial market operations and enable real-time monetary transactions.
According to Bergin, Arc represents a strategic opportunity for Circle to diversify its revenue streams beyond traditional reserve income. This expansion becomes increasingly important as the company seeks growth opportunities outside its dominant stablecoin operations.
Meanwhile, the Federal Reserve implemented a 25-basis-point interest rate hike, pushing the benchmark rate to a range between 3.75% and 4.00%. Since Circle generates income from the assets that back USDC, rising interest rates directly translate to increased reserve-related revenue.
Regulatory Setback May Not Derail Progress
While the CLARITY Act’s defeat represents a regulatory disappointment, TD Cowen’s Jaret Seiberg anticipates that the SEC and CFTC will fill the void by offering enhanced regulatory guidance for cryptocurrency firms. This regulatory clarity could still facilitate broader institutional adoption of stablecoins.
TD Cowen’s Lance Vitanza also highlighted the SEC’s proposed Regulation Crypto Assets framework as an alternative regulatory pathway that could benefit the industry.
Notably, the GENIUS Act has already laid groundwork for a federal stablecoin regulatory structure. Circle has successfully obtained federal and state trust approvals while simultaneously expanding its licensing footprint internationally.
Bergin identified several promising monetization channels including CPN, CCTP, StableFX, and Arc as supplementary growth drivers beyond the core USDC business.
Regarding institutional positioning, California State Teachers Retirement System dramatically increased its Circle holdings by 3,456.8% during Q2, purchasing 215,255 additional units to bring its total stake to 221,482 units valued at approximately $13.9 million.
Insider transactions skewed toward selling activity. CEO Jeremy Allaire divested 56,200 shares at an average price of $98.04 on September 8, generating proceeds of $5.5 million through a pre-established Rule 10b5-1 trading plan.
