The program provides approved mining operations with stable power pricing through contracts spanning ten years, while requiring participants to channel a portion of their production to national holdings. This development marks a significant expansion of Kazakhstan’s approach to digital asset regulation and governmental supervision of the mining sector.
Government Establishes Framework for Regulated Mining and Reserve Contributions
Authorities have finalized regulations enabling qualified mining enterprises to obtain electricity through extended contracts featuring controlled pricing structures. Participants must allocate a designated share of their monthly bitcoin production as part of the arrangement. These contributions will feed directly into the National Strategic Crypto Reserve administered by government entities.
Mining operations will route digital assets to specified wallets controlled by the Astana Hub Autonomous Cluster Fund. Subsequently, the fund transfers these assets to the National Investment Corporation under the National Bank’s authority. This corporation oversees the holdings as components of the National Strategic Crypto Reserve.
The calculation method accounts for electricity expenses and transmission charges, including applicable value-added tax. Following these deductions, companies must transfer 10% of net mined digital assets monthly. This mechanism aligns private mining operations with the government’s digital asset accumulation objectives.
Strict Eligibility Criteria and Operational Requirements Defined
Kazakhstan has restricted program participation to mining enterprises meeting rigorous technical, operational, and fiscal criteria. Each candidate must control a data center facility with minimum capacity of 150 megawatts. Hardware specifications require mining equipment capable of producing at least 150 terahashes per second per unit.
Candidates must secure dual internet service provider contracts and operate an equipment maintenance facility staffed with certified technicians. All tax liabilities and compulsory payments must be settled prior to submission. A governmental commission evaluates compliance and electricity quota availability before granting approval.
Each authorized company must establish a designated cryptocurrency wallet exclusively for strategic mining activities. Independent auditors must conduct annual compliance reviews before each April 1 deadline. Companies failing to meet required digital asset transfers must remedy shortfalls within 30 calendar days.
National Digital Asset Framework Receives Major Expansion
This mining initiative builds upon a presidential decree executed on July 7 and a government resolution ratified on July 18. These measures create a regulated ecosystem encompassing mining operations, cryptocurrency trading, and digital asset administration. The framework ensures mining production flows through domestic infrastructure subject to state monitoring.
Ekibastuz GRES-1 has been designated as the initial approved electricity provider, receiving a 300-megawatt capacity allocation for strategic mining purposes. Authorized companies will procure electricity directly from the generator under ten-year contracts. Regulated pricing cannot surpass the producer’s maximum authorized tariff.
The reserve portfolio will encompass digital assets, cryptocurrency-linked derivatives, and equity positions in companies engaged in digital asset operations. This composition extends beyond single-asset bitcoin holdings and provides diversified market participation. Kazakhstan has outlined plans for tokenization infrastructure, stablecoin payment systems, tokenized government bonds, and a National Cryptocurrency Analysis Center as components of its comprehensive digital asset strategy.
Kazakhstan established itself among the world’s premier bitcoin mining destinations after operations migrated following China’s 2021 mining prohibition. The nation subsequently implemented stricter mining controls due to strain on the electricity infrastructure. This latest framework represents a shift toward regulated growth while channeling mining production into government-administered reserves.
