A report published Monday by Senate Democrats contends that Iran has leveraged the USDT stablecoin as a critical instrument to circumvent American economic sanctions.
The document originates from Democratic members serving on the Senate’s Permanent Subcommittee on Intelligence. Their assessment suggests that Tether’s dollar-backed digital currency facilitates Iranian financial activity beyond conventional banking oversight.
The findings characterize USDT as an essential component of Iran’s alternative financial infrastructure. Researchers assert this network handled substantial transaction volumes associated with Iranian entities.
Congressional investigators estimate that Iranian governmental operations accounted for roughly $2 billion in transactions during the prior year using this system. The report stops short of quantifying total USDT usage comprehensively.
The analysis further alleges Tether has shown inadequate enforcement against Iranian-connected cryptocurrency wallets. According to the report, prior to 2024, the company demonstrated inconsistent action in freezing wallets identified by counterterrorism authorities.
This enforcement vacuum, investigators contend, enabled organizations like Hamas to transition from Bitcoin and alternative cryptocurrencies to USDT.
Congressional Findings on Iranian Cryptocurrency Activity
The investigation examined 846 sanctioned cryptocurrency wallets with documented Iranian connections. Analysis showed 84% of these addresses conducted transactions almost entirely in USDT.
This discovery prompted Senator Richard Blumenthal to demand federal intervention. He’s requesting the Treasury and Justice Departments launch investigations into potential sanctions violations involving the stablecoin.
The congressional assessment positions Iran’s USDT utilization within a broader cryptocurrency compliance challenge. Lawmakers argue these digital assets are weakening American and international efforts to constrain Iranian regional operations.
Tether Counters Allegations With Enforcement Data
Tether issued a rebuttal via a blog post Monday afternoon. The company asserts it has facilitated approximately $550 million in Iran-related asset freezes during the current year.
According to Tether, the company froze over $130 million in USDT spanning four separate wallets in 2026. Additionally, it immobilized more than $344 million tied to the Central Bank of Iran in April.
CEO Paolo Ardoino rejected characterizations of USDT as a sanctuary for sanctioned entities. He emphasized Tether’s multi-year collaboration with law enforcement agencies to identify and halt illegal activities.
The company claims its global law enforcement partnerships have resulted in more than $4.9 billion in total frozen assets. Within that figure, approximately $2.4 billion relates to U.S. agency requests.
Ardoino referenced collaborative efforts with the DOJ, FBI, Secret Service, HSI, and OFAC. He stated these organizations have consistently relied on Tether’s assistance for tracing, freezing, and asset recovery operations.
He concluded that Tether remains committed to providing these enforcement capabilities to governmental authorities. The objective, according to Ardoino, is combating terrorism financing, sanctions violations, fraud, and other cryptocurrency-related criminal activity.
The Senate investigation and Tether’s rebuttal represent the most recent developments in continuing discussions regarding stablecoin usage and regulatory oversight globally.
